Senior Policy Researchers (Biosecurity)\ RAND is seeking highly motivated researchers and experienced practitioners who would like to use their technical and domain expertise to directly impact government biosecurity policy to analyze policy problems of national and international importance for preventing pandemics and other biological catastrophes.

Senior Policy Researchers in Biosecurity conduct qualitative and quantitative research to produce actionable policy recommendations for the White House, intelligence community, defense department and other arms of the government and industry. They lead and contribute to multidisciplinary project teams to analyze biosecurity problems where the technical details matter.

Senior biosecurity policy researchers share and uphold RAND\'s values to high-quality, rigorous analysis and objectivity, which has secured RAND\'s reputation for excellence and attracts studies that often pose novel challenges in analysis, modeling, research design, and computing. Researchers apply their skills in novel and flexible ways to emerging problems at the cutting edge of their fields and apply their insights to critical policy issues.

Responsibilities:\ Senior biosecurity policy researchers will use their practical knowledge and experience in biosecurity policy and practice, coupled with their technical and methodological skills (e.g., in engineering, operations research, applied mathematics, and physical sciences) to:

Set up and lead a team of policy researchers focused on actionable research to guide policymakers trying to prevent and mitigate pandemics and other biological catastrophes

Help set the agenda for the team, across a wide range of policymaking clients and partners

Apply quantitative and qualitative skills to analyze policy problems of national and international importance for preventing pandemics and other biological catastrophes

Produce actionable policy recommendations for white house, intelligence community, DoD, etc.

Communicate the results of these analyses to decision-makers

Qualifications\ All research positions at RAND require excellent analytic skills; the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and possess a strong commitment to RAND\'s core values of quality and objectivity.

In addition, successful applicants will have:

Extensive knowledge and demonstrable ability to analyze or implement policies involving strategy, doctrine, operations, tactics, systems or organization

Ability for quantitative analysis and modeling, including modeling of uncertainty

Ability to lead a team of 2-3 policy researchers

Ability to prioritize research by potential impact

Experience in biogovernance or biodefense policy strongly preferred

Extensive knowledge and demonstrable ability to analyze or implement policies involving strategy, doctrine, operations, tactics, systems or organization

Senior positions require the ability to mentor and develop junior staff members, lead and direct multi-disciplinary teams, set project standards and monitor progress, and communicate interim and results to the RAND community and to policy-making audiences

Education Requirements\ Ph.D. in discipline closely related to the topics outlined in the Position Description above.\ Applicants with a Master\'s Degree or a JD degree and substantial research experience will also be considered.

Experience

At least 8 years in policy research experience, preferably with experience in bio-governance and dual-use research of concern, bio-surveillance, and/or pandemic preparedness and response

8 years of experience with Ph.D., or at least 13 years of experience with a Master\'s, or 18+ years of experience with a Bachelor\'s Degree

Management experience or other professional leadership experience preferred

E perience working in government, intelligence community, or other relevant decision-making offices preferred

Security Clearance\ Ability to obtain and maintain a security clearance is preferred but not required.

Writing Sample Required\ A writing sample is required for this position.

Location\ Washington DC; Santa Monica, CA; Pittsburgh, PA; or Boston, MA. Open to full time remote.

Salary Range\ Senior Researcher: \$145,500 - \$251,175

Hiring ranges for Economists, Management Scientists and Physician Researchers are slightly higher than the ranges shown.

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate\'s work experience, education/training, skills, expertise; and internal equity.Successful candidates will be offered employment as a Senior researcher in a specific title, as determined by the candidate\'s education and experience. The salary range includes base pay plus RAND\'s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
