The Senior Program Specialist will support the management of programs assigned to a specific country, responsible for the development of program work products, including but not limited to program timelines, budgets, reports, and other products as identified.

Your Background & Skills

  • A minimum of 5 years of relevant experience working on veteran reintegration or veteran support projects, and excellent understanding of veteran support systems in Ukraine.
  • Bachelor’s degree of relevant field.
  • Successful record of supervising, designing, managing, and implementing projects, with strong preference for past veteran reintegration, and project management experience.
  • Demonstrated success in maintaining excellent cooperation with local partner organizations, and the ability to establish productive relationships with government officials at national and local levels.
  • Knowledge of and experience with programs funded by the U.S. Government.
  • Proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel).
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines.
  • High attention to detail.
  • Positive attitude and willingness to support and assist colleagues.
  • Excellent communication skills in English and Ukrainian languages.
  • Outstanding interpersonal and organizational skills.
  • Must demonstrate valid proof of unrestricted work authorization in Ukraine.

Your Daily Task

  • Maintain effective collaborations with key local partners, such as program subgrantees, and other local, regional, and national government institutions and NGOs.
  • Help strengthen and expands the network of veteran-focused Ukrainian NGOs.
  • Negotiate with key local partners on program implementation.
  • Evaluate proposals from potential subgrantees and working hand-in-hand with the selected few to finalize their envisioned subgrant activities.
  • Act as a liaison between IREX and subgrantees, addresses inquiries and facilitating clear communication.
  • Provide training and workshops for subgrantees on grant management, reporting requirements, and other capacity building topics.
  • Support the management of a subset of project activities as assigned by the leadership team.
  • Support the coordination of project activities across the team, ensuring that tasks are completed on time and aligned with project objectives.
  • Support and evaluating the performance of consultants, ensuring they meet project goals and provide deliverables as outlined in their contracts.
  • Act as the primary point of contact for consultants, addressing any issues or concerns and facilitating effective communication between consultants and project teams.
  • Assist in communication between other program partners, experts, trainers, as needed.
  • Contribute to drafting program-related documents, reports, and success stories.
  • Work closely with subgrantees to ensure that they meet grant requirements and achieve their project objectives while adhering to organizational policies and regulatory standards.
  • Monitor subgrantees’ adherence to contractual and regulatory requirements, including financial and performance reporting.
  • Support procurements.
  • Develop and support to develop contracts with consultants, ensuring that terms are clear, deliverables are defined, and compliant with organizational policies.
  • Provide guidance to program staff, working hand-in-hand with the program officer.
  • Other duties as assigned.
