The goal of the CSO-funded United Voices in Action 2.0 (VIA 2.0) program is to empower IDPs to lead community cohesion and capable and responsive support structures, increase IDPs’ resilience, and drive Ukraine’s national recovery.

The Senior Program Officer will be responsible for supporting multiple program components, managing subgrantee financial compliance, and fulfilling the coordination of program activities across various region.

Your Background & Skills

  • Bachelor’s degree in public administration, management, political science, and/or another relevant field is preferred
  • Minimum of 5 years of administrative work experience in a non-profit organization, including experience working on donor-funded projects.
  • Excellent communication skills, including the ability to make public presentations
  • Experience with grants management
  • Strong command of spoken and written English, Ukrainian, and Russian
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines
  • Prior experience working with IDPs is preferred
  • Prior experience working with teens and children is preferred
  • Ability to be creative and generate new ideas
  • Strong attention to detail and responsibility
  • Must demonstrate valid proof of unrestricted work authorization in Ukraine.

Your Daily Tasks

  • Works closely with the Senior Program Manager to set program priorities and ensure alignment with donor objectives.
  • Provides oversight of subgrantee financial management, ensuring compliance with IREX and donor policies.
  • Fulfills the coordination and execution of complex program activities, ensuring timely and effective implementation.
  • Organizes and supports all logistical aspects of program activities, including the arrangement of travel, venue booking, accommodation, catering, and materials distribution for training sessions, workshops, and events.
  • Supports multiple program components, ensuring that all activities are delivered within scope, on time, and on budget.
  • Cultivates and maintains strong relationships with program stakeholders, including donors, government officials, civil society organizations, and community leaders.
  • Supports the collection, analysis, and reporting of program data to measure progress against goals and objectives.
  • Prepares and presents comprehensive reports to donors, partners, and senior management, highlighting key achievements, challenges, and lessons learned.
  • Develops and monitor scopes of work for regional and local STTAs.
  • Provides strategic input on program design, including identifying opportunities for innovation and scaling successful initiatives.
  • Travels to program implementation sites to support and monitor implementation.
  • Supports day-to-day management of the program activities.
  • Liaises with Grants/Finance Manager and assist with financial reporting (if possible and according to IREX policy and the public health situation in Ukraine).
  • Liaises with Monitoring and Evaluation Officer on assessments and surveys conducted by CSOs and assists with technical reporting.
  • Other duties as assigned.
