The Senior Program Manager will oversee and manage all aspects of the CSO-funded United Voices in Action (VIA) program. The Senior Program Manager will be responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified.

Your Background & Skills

  • Bachelor’s degree in related field required; master's degree preferred.
  • Minimum 10 +years of progressive job experience. or a master’s degree and 9 years of experience.
  • Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders.
  • Proven track record of working effectively with other projects, media and civil society, high-level host country host government counterparts, and other international partners.
  • Must possess the technical, managerial and communication skills to assume all job-related responsibilities of the COP position on a full-time basis if needed.
  • Effective oral and written communication credentials.
  • Very good command of English Language is required.
  • Strong representational and organizational skills.
  • Must demonstrate valid proof of unrestricted authorization to work in the Ukraine.

Your Daily Task

  • Formulate and execute comprehensive program strategies and work plans that align VIA with its approved Scope of Work, as well as IREX’s organizational goals and priorities.
  • Ensure that strategic objectives are met through effective program design, management, and adaptation as needed.
  • Oversee the creation, development, and delivery of program products including timelines, budgets, reports, and presentations.
  • Ensure that all program deliverables meet quality standards and are completed on time and within budget.
  • Track and assess program performance against set objectives and indicators. Utilize data to make informed decisions and drive program improvements.
  • Collaborate with Monitoring and Evaluation (M&E) staff to develop and implement evaluation frameworks and reporting mechanisms.
  • Act as the primary representative of the VIA program, engaging with government officials, partners, NGOs, and other stakeholders.
  • Communicate program goals, achievements, and challenges to stakeholders, ensuring alignment with IREX’s mission and fostering strong relationships.
  • Promote transparency, accountability, and integrity in all aspects of program management
  • Ensure compliance with safety and security protocols to protect staff and program results.
  • Oversee the achievement of program objectives and targets, driving program excellence and innovation.
  • Ensure the strategic production of high-quality technical products, from co-design to full adaptation and contextualization of program materials.
  • Oversee the strategic development and delivery of trainings and engagement events, ensuring alignment with program objectives and effective beneficiary engagement.
  • Collaborate with M&E staff to ensure comprehensive and strategic reporting of program outputs and outcomes. Drive the development of robust evaluation frameworks and reporting mechanisms.
  • Draft and oversee the preparation of high-level program reports, updates, success stories, and other documentation. Ensure that reporting aligns with IREX standards and strategic priorities.
  • Oversee the development and execution of a comprehensive program communications strategy, including advanced management of the Communication Plan and Content Plan for social media.
  • Ensure that communications are strategically targeted to address the needs and interests of diverse IDP age categories and stakeholders.
  • Provide high-level collaborative relationships with a diverse range of stakeholders, including local and national government authorities, international and local NGOs, and representatives of vulnerable groups. Leverage these relationships to advance program goals and organizational influence.
  • Represent IREX at external events, conferences, and meetings, effectively communicating the program’s goals, achievements, and needs, while also sharing technical knowledge about the IDP situation in Ukraine.
  • Support organizational development initiatives and contributes to staff development and capacity building.
  • Provide senior management with strategic updates on programmatic progress, challenges, and opportunities. Contribute to organizational decision-making with insights and recommendations.
  • Identify and address capacity-building needs of local partners and stakeholders to enhance their ability to contribute to program goals.
  • Provide strategic oversight and support to partner organizations, enhancing collaboration and ensuring alignment with program objectives. Drive the development of new partnerships and strengthen existing ones.
  • Support new program development related to works with IDPs, including proposal strategy, writing, and review.
  • Coordinate country partner outreach and gather market intelligence.
  • Work closely with finance and administrative staff at IREX Ukraine and IREX HQ to ensure strategic budget management, compliance, and effective resource utilization.
  • Provide leadership and training to staff on financial programmatic oversight.
  • Oversee the financial integrity of project.
  • Manage the program budget, including planning, monitoring, and reporting on financial expenditures.
  • Ensure compliance with financial regulations and reporting requirements set by the State Department and IREX internal procedures.
  • Provide strategic, technical, and administrative leadership for VIA program activities and ensures that objectives and targets are achieved and are aligned with IREX goals and priorities.
  • Lead and mentor staff in setting goals, prioritizing tasks, and developing efficient administrative practices. Foster a culture of high performance, accountability, and continuous improvement.
  • Capture and analyze lessons learned, develops and proposes strategic adaptation and enhancement strategies for program interventions. Promote a culture of learning and continuous improvement.
  • Facilitate training and workshops to build skills and knowledge relevant to program implementation and sustainability.
  • Travel as necessary to oversee program activities and events throughout Ukraine, ensuring strategic alignment and effective implementation.
  • Other duties as assigned.
