The Program Officer will work under several programs and will provide strategic, technical, financial, operational, administrative, and compliance support for program implementation and partner subgrant management, as well as supporting monitoring, evaluation, and learning activities as needed.

Your Background & Skills

  • Bachelor’s Degree in a social science, international affairs, or a similar discipline.
  • Minimum of 3+ years of relevant experience, preferably in the NGO sector/technical projects.
  • Excellent knowledge of English and Russian. Ukrainian a plus.
  • MEL knowledge would be a strong benefit.
  • Multitasking and ability to perform in a calm demeanor under stressful situations.
    • Strong writing skills.
    • Knowledge of or interest in issues related to civil society and media strengthening, information consumption, and freedom of information is a plus.
    • Excellent interpersonal and organizational skills.
    • Capable of managing multiple priorities and meeting deadlines consistently.
    • Advanced knowledge of MS Office applications.
    • Ability to be flexible and respond to a rapidly changing program environment.
    • Must demonstrate valid proof of unrestricted work authorization in Latvia.

    Your Daily Tasks

    • Supports project activities focused on civil society assistance and media development via subawards mechanisms.
    • Supports monitoring and evaluation activities, data collection, and reporting (MEL).
    • Assists in subgrant and partner management, including communicating with partners, ensuring partner activities are compliant and impactful, and reviewing partner deliverables.
    • Supports connections between various state and non-state actors, including presentations and online discussions with national and international experts.
    • Creates and disseminate materials.
    • Uses IREX’s Learn to Discern (L2D) media literacy program to help partners promote information integrity and resilience.
    • Drafts program-related documents, reports, plans, and success stories.
    • Communicates with subgrantees, suppliers, and subcontractors.
    • Drafts sections of quarterly and final reporting to donor and liaises with program staff for additional details. Identifies reporting gaps and work with team members to create solutions.
    • Drafts memos and communication for donor or for internal IREX records, as needed.
    • Organizes meetings and communicates (written and verbal) with partners, subgrantees, beneficiaries and vendors.
    • Supports business development efforts as requested.
    • Supports partner deliverable and content review processes as needed.
    • Supports efforts to strengthen partners’ capacity to monitor and assess the impact of their work through coaching and trainings.
    • Coordinates the work of experts and contractors responsible for training execution.
    • Strengthens the team’s ability to draft narrative reports for all areas.
        • Reviews subgrantee financial documents and reports.
        • Processes invoices, review financial documents, and other contractor requests.
        • Supports the due diligence process for the subgrantees.
        • Prepares procurement documentation.
        • Liaises continually with the DC-based program team in support of project goals and implementation.
        • Manages task management and regularly meets with colleagues to ensure timeliness and accuracy regarding all tasks.
        • Seeks to form effective cross-cultural communication through strong professional bonds.
        • Contributes to a positive, collaborative and inclusive team environment.
        • Demonstrates proactivity and ownership over assigned responsibilities.
        • Other duties as assigned.
