The Senior Contract Proposal Administrator is responsible to provide leadership, management and client service on all matters related to Federal and non-Federal contract proposal and budget submission. Responsible to manage contract research program proposals and modification of budgets based on statements of work (SOW) and requests for proposal (RFP) requirements, budget justifications, and other required administrative data.


The Role:

Manage Core Contract Research budget proposals, ROMs, and Modifications.

  • Coordinate contract proposals, review, and approve all proposal budgets, cost narrative/business proposal, and other administrative requirements. Take the lead on complex submissions from initiation to external submission including reviewing Request For Proposal (RFP) guidelines, creating a workable timeline, collecting, and editing documents, creating budgets, and justifications.
  • Utilize detailed checklists/tools to manage timelines and the overall progression of submissions to ensure the completion of high quality, compliant proposal applications that are responsive to specified solicitations.
  • Interpret proposal requirements and funding agency guidelines and create checklists for the PI to follow in preparation of the proposal.
    • RFP intake, prepare budgets for proposals and modifications from Scientific Statement of Work or Request for Proposal.
    • Within the budgets create milestones, work breakdown structure (WBS), contract line item (CLIN) structures and timelines, and small business spend plan
    • Proposal tracking to include due dates, committed effort, funding status, and data required for key performance indicators.
    • Maintain excel proposal budget template and standard cost rates.
    • Manage the Contract Research Core fee schedule and assist with annual rate setting for UG compliance.
    • Initiate process of modification if statement of work changes required contract modification.
  • Develop, initiate, and lead work projects for the development and implementation of process improvements, and policies and procedures.
  • Provide oversight and monitor contract proposal data records and documents; ensuring that financial systems are updated, and accurately capture and reflect the changing status of submissions.
  • Facilitate new award setups in financial systems and coordinates with accounting on finalization of awards.

Our Ideal Candidate:

Requires a Bachelor's (BA/BS) Degree or equivalent combination of education and experience; knowledge of Biology or Anatomy and Physiology preferred.

3 years supervisory experience preferred; 7 years research contract finance or administration experience preferred.

Exceptional excel experience and extreme attention to detail required; experience with commercial and/or federal proposal costing and full business proposal development; experience in contract costing, scientific research, health, and/or contract research organization environment preferred.

Knowledge/skills with BARDA, ATI consortium, NIH, and DOD contract applications processes.

Ability to direct and train a team across demanding and changing deliverables. Strong commitment to excellence and professional growth for self & others.

Ability to work independently with minimal supervision.

Certified Contract Manager or Certified Research Administrator (CRA) preferred.
