What You'll Do

The Operations Assistant Superintendent works in collaboration with the Superintendent in planning, implementation, quality improvement, compliance, and evaluation of Head Start Program operations in accordance with Head Start/Upbring policies, procedures, licensing standards, and other federal, state, and local regulatory requirements.

Responsibilities

Work Standards

  • Directly supervises Operations Implementation & Compliance Specialist and works collaboratively with program leaders towards program success and continuous improvement
  • Conduct regular on-site visits to Head Start centers to ensure Head Start facilities, services, policies, procedures, and licensing and regulatory requirements are being met
  • Staff must not use/impose corporal punishment or other forms of child maltreatment as a method to discipline children
  • Comply with the company code of conduct and other applicable regulations and requirements, including Licensing Head Start Program Performance Standards (HSPPS), Upbring policies, and procedures, Child Care Minimum Standards, and other federal, state, and local regulatory requirements
  • Always ensure the health and safety of each child in care, and support the overall well-being of children
  • Immediately address concerns related to child health and safety and communicate with employee’s supervisor
  • Implement, monitor, and track Community Assessment Action Plans and Program Goals
  • Other duties and special projects as assigned

  • Address and collaborate with employee’s leadership for mitigating concerns; inclusive but not limited to classroom management, behavior management, child health and safety, child development, and any other concerns requiring intervention
  • Coordinate with Regional Directors and Center Directors on all maintenance, upkeep, repairs, and renovations for Head Start centers in a timely manner
  • Work closely with the Superintendent and Head Start program staff to ensure learning environment and services work to address the physical, cognitive, social, and emotional needs of the children

Building Relationships

  • Establish, cultivate, and maintain a collegial working relationship with Independent School District (ISD) representatives in each program’s respective community
  • Monitor and assess facilities, transportation, technology, and food service programs to ensure operational effectiveness and efficiency and compliance with regulatory standards
  • Develop and maintain positive working relationships with corporate staff, Head Start administration, management, and staff to ensure the program is operating effectively and efficiently and is meeting the needs of the children
  • Work as team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and the Head Start program
  • Actively participate in exhibiting cultural awareness and sensitivity when interacting with children, parent(s)/guardian(s), staff, and the community

Developing & Engaging Others

  • Supervise and mentor Operations Implementation and Compliance Specialists
  • In partnership with program and center leadership, , and corporate People Operations, actively participate in the recruitment, interviewing, hiring, and training of new staff; develop and lead ongoing professional development trainings to meet Head Start program standards
  • Perform 90-day and annual evaluations of direct report staff by the established deadline
  • Provide ongoing coaching and support of direct report staff with consistent communication and provide supportive and constructive feedback regarding work performance and performance expectations
  • Schedule and conduct weekly, bi-weekly, or monthly supervision meetings with direct report staff to ensure they have the tools and resources to effectively perform their jobs and discuss their work performance
  • Work closely with peer group and Superintendent and People Operations to address and resolve employee relations issues and concerns in accordance with federal and state employment law and Head Start policies, guidelines, and standards

Qualifications

Minimum Qualifications

  • Bachelor’s degree in Education-related field
  • 5 years’ progressive experience in education
  • 3 years’ leadership or management experience with the ability to lead, coach, and develop a team

Preferred Qualifications

  • Master’s degree or higher in Education-related field
  • 7 years’ progressive experience in education
  • Prior experience working with Head Start program
  • Knowledge of infant/toddler health and safety licensing requirements

Knowledge, Skills, & Abilities

  • Strategic planning experience
  • Demonstrated experience in educational program development, implementation, evaluation, and administration
  • Ability to read, interpret, and report data (statistics)
  • Experience writing and interpreting policies, procedures, and contracts
  • Demonstrated experience creating and achieving program goals and objectives
  • Strong interpersonal skills with the ability to professionally interact and work with diverse groups of people
  • Strong time management and organizational skills with the ability to manage and accomplish strategic goals and objectives simultaneously and meet deadlines
  • Ability to travel up to 40% of the time
  • Strong computer skills; high proficiency with Microsoft Office products (Word, Excel, PowerPoint, and Outlook)
