Work Standards

  • Oversees, and evaluates comprehensive health services for Head Start and Early Head Start programs, including up-to-date EPSDT state requirements, health follow-up on acute and chronic conditions, and medical and dental homes.
  • Directs the planning, organizing, and implementation of health services and time-lines.
  • Use research-based strategies to ensure that student progress is evaluated on a systematic basis and that the findings are used to make the health services program more effective.
  • Oversee the referral process and follow up for all health-related concerns to ensure that all students receive ongoing comprehensive health services.
  • Develop and maintain a system for external agency referrals and coordinate services, including memorandums of understanding with local health agencies, community agencies, and other early childhood intervention programs.
  • Always ensure the health and safety of each child in care and support the overall well-being of
  • Immediately address all concerns related to child health and safety.
  • Ensure the determination of the child’s health status within the time-lines mandated by the Head Start Performance Standard, schedule comprehensive screenings within forty-five (45) days and ninety (90) days, and implement follow-up treatment services, as necessary.
  • Comply with the company code of conduct and other applicable regulations and requirements, including Licensing Head Start Program Performance Standards (HSPPS), Upbring policies, and procedures, Child Care Minimum Standards, and other federal, state, and local regulatory requirements.
  • Have a working knowledge of special education laws (IDEA) and civil rights Laws (Section 504 and Americans with a Disability Act) and the implications of these laws for Head Start programs as related to health services.
  • Stay informed and work in tandem with Special Programs on the legal requirements for students with disabilities under Section 504 regarding health and nutrition.
  • Always ensure the health and safety of each child in care, and support the overall well-being of children.
  • Work with teaching staff to develop, implement, and document the transition of children from special education programs.
  • Participate in end-of-the-year Individual Family Service Plan/Individual Education Plan (IFSP/IEP) and 504 reviews for children transitioning to preschool or kindergarten.
  • Assist the Head Start/ Early Head Start program in the development and implementation of policies.
  • and procedures to respond to medical/dental/health emergencies of children and activities to meet the goals of the Program.
  • Responsible for oversight of an effective Health Services Advisory Committee and assisting in the annual updates and comprehensive delivery of health care services, including medical, dental, mental health, and nutrition, in conjunction with the Policy Council and parents.
  • Participates as a liaison for the School Health Advisory Committee (SHAC) with local school.
  • Prepare monthly reports on program services and activities; submit all reporting requirements in a timely manner at the state and federal levels.
  • Staff must not use/impose corporal punishment or other forms of child maltreatment as a method to discipline children.
  • Fulfill role as mandated reporter as stated in Child Abuse and Neglect Policy.
  • Review, approve, and sign off on all monthly and annual status reports.

Fiscal Management

  • Compile budgets and cost estimates based on documented program needs.
  • Approve and forward purchase orders for the health services department to the administrative assistant.
  • Ensures the budget is allocated sufficiently to provide for children with special health needs as needed.

Teamwork

  • Address and collaborate with the employee’s supervisor regarding mitigating concerns: inclusive but not limited to classroom management, behavior management, child health and safety, child development, and any other concerns requiring intervention.
  • Develop and maintain strong working relationships and partnerships with program leadership, management, and staff to ensure program goals and objectives are being met.
  • Work closely with the Superintendent, Assistant Superintendents, Directors, Coordinators, Center Leadership, and Corporate Human Resources to ensure Head Start regulations, licensing standards, and Agency policies and practices are managed and administered properly and efficiently and support the needs of Head Start.
  • Manages, oversees, and collaborates with the health and nutrition staff to implement a comprehensive approach to addressing preventative and responsive measures for students with health needs.
  • Provide technical consultation for school staff on specific strategies for supporting the learning needs of students who may have special health needs.
  • Work with service providers to track the progress of goals and objectives in relationship to the overall program.
  • Conduct regular meetings with school partners in collaboration with all directors and coordinators.

  • Works with area leaders and school leadership staff to ensure that policies and procedures reflect an understanding of the role of trauma in students and families.
  • Serve as agency liaison to district leadership, community agencies, and advocates, providing services to students and notifying parents and students of available services.

Developing & Engaging Others

  • Coach and support staff to ensure they have the necessary tools and resources to optimize performance, achieve established program goals, and achieve operational excellence.
  • Communicate with direct reports in periodic one-on-one meetings.
  • Organize and deliver regularly scheduled staff meetings to communicate present, ongoing, and future updates of pertinent information, projects, and initiatives.
  • Work closely with the management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring.
  • Work in collaboration with leadership and the Organizational Development and Culture Team to arrange training; when needed, coordinate and/or provide in-service training for staff development.
  • Regularly review employee performance, including goals and progress, to provide developmental feedback: use applicable agency development tools to facilitate growth and development in staff.
  • Draft and issue the 90-day and annual evaluations, along with supporting documentation, as per established procedures; work in collaboration with staff to set goals during evaluation periods.

Qualifications

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Public Health Administration, Health Management, Health Education, Nursing, or other health-related field
  • Minimum three to five years of supervisory experience
  • Minimum of five to seven years experience and knowledge of Early Head Start and Head Start regulations
  • Minimum three to five years of experience and knowledge of state licensing
  • At a minimum, one to two years of working with or knowledge of CACFP requirements
  • Minimum of five years experience working with parents in a Health/Social Services setting, including demonstrated skills in the development of community health and nutrition
  • Minimum of five years experience in early childhood education and child

Preferred Qualifications

  • Master’s degree from an accredited college or university in Public Health Administration, Health Management, Health Education, Nursing, or other health related field
  • Seven or more years of professional and direct experience in healthcare administration, organizing, and implementing health services in a Head Start/Early Head Start program
  • Three or more years of experience and knowledge of the Child and Adult Food Program (CACFP)
  • Three or more years of experience and knowledge of Child
  • Licensure, certification, or other relevant health
