This position serves as a purchasing and/or expediting project team member who, with guidance from Purchasing Management, handles critical project material within established Material Management Plans, policies, and procedures.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
• Manage critical material orders and possibly supervise personnel with oversight from project Material Management leads
• Ensure personnel are properly inducted in Project specific procedures, systems, protocol, and responsibilities
• Facilitate functional/discipline training requirements for personnel, required to effectively execute their role on the Project
• Plan and execute the purchasing and/or expediting associated with commodities or engineered equipment, systems, or materials in support of project operations
• Assist in the handling of complex purchasing and/or expediting functions or plans, and executes those functions within established Material Management Plans, policies, and procedures
• Procure and/or expedite engineered equipment and materials in accordance with the Material Management Plan

Preferred Qualifications

• Experience in EPCM industry with capital projects
• Experience with Fluor processes, procedures and systems
• Experience in dealing with global vendors (outside US)
• Ability to communicate fluently in English (read, write, and speak)
• Working toward applicable professional certification(s) or license(s)
• Experience should be primarily in the area of material management
• Excellent interpersonal and communication skills
• Excellent computer literacy and skills
• Good leadership and decision-making skills

Other Job Requirements

Purchasing
• Manage entire RFQ life cycle (bidder selection, RFQ issuance, negotiations, award, post award, close out)
• Terms and Conditions negotiations
• Effectively manage personnel within multi-functional, culturally, and regionally diverse project team
• Review and provide quality oversight against procurement deliverables generated by less experienced specialists
• Review and understand project Terms and Conditions and negotiate on non-complex packages
• Prepare bid tabulations for equipment
• Participate in all task force meetings

Expediting
• Forecast and advise required levels of expediting and associated staffing requirements for the Project
• Ensure current Expediting Status updates to the Expediting module in MaterialManager℠ are maintained
• Inform Fluor and Client Management of anticipated delays in deliveries, and initiate recovery plans to mitigate the effects of the delays with regard to Construction needs
• In collaboration with Procurement Management, evaluate need for Shop Expediting in supplier/sub-supplier facilities, initiate assignments in accordance with the Expediting Plan
• Coordinate with Warehousing, Buyer, Planning and Logistics to address/reconcile Overages, Shortages, and Damages (OSD) and Material and Equipment Deficiency Notification (MEDN) claims
